Lance Matteson serves as President of the Ulster County Development Corporation and Chief Executive Officer of the Ulster County Industrial Development Agency. Besides providing overall economic development leadership, he works directly on specific strategic projects to retain or create quality jobs. He is also an active member of the Ulster County Workforce Development Board and the Ulster County Housing Consortium.
Matteson, a Harvard Magna Cum Laude graduate, was formerly President of the Bennington Microtechnology Center and was the past Executive Director of the Bennington County Industrial Corporation. As an economic development specialist he was successful in retaining and attracting business in the southwest Vermont region and was instrumental in bringing a multimillion-dollar micro-technology project to Vermont. He also managed an award-winning business incubator, creating hundreds of jobs.
Prior to his work in Vermont, Matteson was the middle-east representative in Jerusalem for American Near East Refugee Aid and as a former Peace Corp Volunteer he received national recognition for his work in West Africa. He also practiced law in Seattle, Washington and has received various community recognitions and awards.

Ms. Beuf joined the Ulster County Development Corporation in 2008 as Director of Project Management. In 2009 she became Director of Retention and Project Management. Her role is to assist existing companies thrive and grow in Ulster County. She manages the revolving loan fund applications and assists with IDA program applications, Empire State Development program applications and Shovel Ready grant applications and provides business problem-solving assistance and advocacy. Prior to her current position she spent fifteen years working on Wall Street moving from the trading desk to management of information technology with Donaldson, Lufkin & Jenrette, Credit Suisse First Boston, and Deutsche Bank and has twenty-five years overall of project management experience.
Since leaving Wall Street Melinda has earned an MBA in Management from SUNY New Paltz. Her undergraduate degree is in International Relations from the University of Pennsylvania. She is also a graduate of Pace University’s Land Use Leadership Alliance on Affordable Housing and the Pattern for Progress Fellows Program.
Ms. Beuf is a past co-op board president, and past Ulster County Planning Board and Town of Gardiner Planning Board member and volunteered in the Ulster Tomorrow economic planning project as a member of Strategy Five. She also retains a real estate license.

Paul Rakov joined the UCDC team in 2009 and manages the processes for attracting new business through various marketing communication tactics. Rakov brings more than 18 years of marketing and business experience including playing an active role in Ulster County's various county-wide tourism initiatives.
Prior to joining the UCDC team, Rakov was a Vice President at Laura Davidson Public Relations, specializing in international and national tourism and hospitality accounts. Rakov spent nearly four years as the Director of Marketing and Public Relations for the Emerson Resort & Spa, an award winning destination located in the heart of Ulster County. Rakov also lead all communications efforts for Crossroads Ventures, LLC, a company with plans to develop a spa, golf and hotel complex near Ulster County's popular Belleayre Ski Center.
Rakov's career has also seen him lead communications efforts for emerging technology companies in Seattle and San Francisco, act as PR spokesperson for a Fortune 500 retail company and manage public relations for the destinations of Amelia Island, Fla., and Virginia Beach, Va.
Rakov is an Ulster County native born in Woodstock, N.Y. He graduated from the University of Richmond, Va., with a dual degree in Sociology and English and a minor in Speech Communication.

Ms. Fadelici joined the staff of UCDC in 2006. Her responsibilities include performin g all financial operations for UCDC, insuring generally accepted accounting practices, providing financial reporting, analysis and advice to the President, the Finance Committee, and the UCDC Board of Directors, budget preparation, administration of revolving loan funds, and serving as CFO to the Ulster County Industrial Development Agency.
Prior to her position with UCDC, she spent twenty-eight years in various financial positions across diverse industries on Long Island, in New York City, and in Dutchess County. She is a graduate of Brooklyn College.
