The Balanced Growth Commitee of the Ulster County Development corporation has developed a snapshot report looking at Ulster Counyt's tax ratables by town and school district. The report demonstrates the imporstance that smart, growth-oriented development can have on a municipalities taxes for both businesses and residents.

Glossary
- Abatement – A reduction in a tax or debt.
- Business Incubator – An organization designed to accelerate the growth and success of entrepreneurial companies through various support services that might include flexible space to rent, shared equipment and administrative services, mentoring, management assistance.
- Demographics – The statistical characteristics of a group or geography.
- Exemption – The removal of an obligation that others have such as the exemption from paying certain taxes.
- Incentive – A motivational offer or reward made to entice a prospect to act.
- Industrial Bond – A long term debt security issued by government to finance the construction of manufacturing, commercial or public facilities.
- Industry Cluster – A grouping of related businesses within one area or region. Industry clusters can both compete and collaborate; they usually benefit from their synergy.
- Labor Force - All economically active people in a region, including the unemployed, but excluding housewives, students, and economically inactive groups.
- Lean Operating – Producing or functioning with little waste. Producing at maximum efficiency with a minimum number of employees and materials.
- Sustainable Development – Development that aims to meet the needs of a population while preserving the environment for future generations.
